If you've completed the Chronoscepter, this fight is made pretty easily, and I would strongly suggest finding all the pieces anyway, since it's an achievement.
With the Scepter, hold down the fire button, as you need to charge it before firing (learned the hard way), and you can either aim at his chest if you're close, otherwise aim at his feet, the blast will hit him, and drain about 1/4 his health if you land a direct hit.
Assuming you land all 3 hits, he should almost be dead, and now you can essentially just strafe run with the mini gun or whatever weapon you like.

This is it, the final battle in the game. If you have the Chronoscepter, this fight is ridiculously easy. Just stand a little way back and hit him with it and you'll deal massive amounts of damage. If not, then just hit him with everything else you have.
