You have to pick up 16 batteries and finish the level. You cannot pick up the battery in lvl 1 and just replay that one.
It will however pop when you pick up your 16th battery you don't have to complete that level although you will as you should get this before the final achievement for completing lvl 22.
A couple of levels in the teens also have 2 batteries as well so by level 22 you should have this one sewn up.
The level select also shows level stats, so you can see which levels you have and haven't collected batteries in should you be short.

This one will not pop for me. I have 18 currently. I will stick at it and see if it eventually comes in. Be warned this one may be a bit glitchy.
