The rockets can be found in the third and last DLC mission.
These are around your campus and have to be bought. Each cost between 75k and 100k.
After buying them all the achievement unlocks.

"If you really wanna cheese this one for whatever reason, you can just load the third map up on Sandbox-Creative mode once you've unlocked it. They come already purchased and it pops the minute you load in. You can also use sandbox mode to speed up the 50 A Grad courses a bit."

For what it's worth, I tried loading into sandbox mode multiple times and while it's true all rockets are already unlocked, I did not get the achievement to pop.

It unlocked for me in the normal option in Sandbox mode, after buying my first extra plot.

Same as KGI. Unlocked using his method. Going in to creative mode didn’t work for me.

I'd bought all the ships in normal gameplay and nothing happened. (Didn't know about buying another plot.)

Then I loaded up Sandbox - Standard mode and bought a plot, popped right away!
