(Sandbox mode can be unlocked by earning 1 star in: Freshleigh Meadows, Piazza Lanatra, Mitton University and Noblestead)
Go to the Main Menu, Sandbox mode and choose the creative gamemode.
Select the location of your choice and max out 2 or 3 courses to 10.
Build the required buildings, hire 2 janitors to keep your equipment repaired, start the year and wait.
100% of the students dropped out before the first year ended.

Great solution!
I also wanted to add that I placed radiators everywhere inside and put the patio heaters all over outside to make the entire area red (too hot). This makes each student lose 5% happiness so I think it may help speed it up some idk...if anyone is needing something to do while the time passes.

I think when you are starting the academic year you can increase the tuition per program you are running. Don't think you can change it at all during the academic year.

Students will drop out of their course when their happiness is consistently low. If you do a good job managing campuses across your whole career you may need to grind this out in the end. To do so, simply select a campus and remove all things that students require for happiness - take away all radiators/air conditioners (or add some depending on the map), remove all food sources, close all bathrooms/showers/medical offices/pastoral support, remove all entertainment items and fire some (but not all) janitorial staff to make the place a mess. This should lower the happiness of all students and have them dropping out by the dozen. It's important to still leave the essentials such as teachers and enough janitors to maintain teaching rooms and whatnot or else they will fail out of the course rather than drop out.
