For this you will need to be playing on the Lifeless Estate map.
The only staff that can deal with and capture ghosts are janitors so make sure to look for janitors with a ghost symbol as their skill which is the Ghost Capture skill.
As you progress through the map, you'll start to see ghosts floating around your campus, you'll find rooms get haunted and certain storms also bring ghosts to your campus. Janitors with the Ghost Capture skill will soon hunt and capture these ghosts and natural progression will see you rack up the 300 required in no time. I had just about ticked off 2 stars by the time my achievement popped.
