Windsock is the third level in the "Off the Grid" DLC. In this level you will need to buy certain plots on the map that produce green energy. These are already build and only require you to purchase them like you would with regular plots(that expand your hospital).
The green energy sources are 3 Hydro Dams, 6 Wind Turbines, a big Solar Panel and 10 small Solar Panels. You will need to purchase all plots to unlock the achievement. All plots are available for purchase right from the start. If you have purchased all plots you should have 119 power in total.
You can cheese this achievement at the start of the level by taking out the 100,000 dollar loan. With this loan you will have enough money to purchase all energy sources and unlock the achievement early.
(You do not need to purchase any regular plots as they only offer more building space).

I have got them all, but no unlock unfortunately.

Same. Apparently there’s a bug for this achievement not popping unless it’s done BEFORE building ANYTHING. I’m trying to find a fix.
