This achievement is first obtainable in the second mission in the "Off the Grid" DLC and cannot be missed as it is required to progress in the level.
You start out with a Herb Garden already constructed and you will need to staff it with a Nurse. Treatment skill is what increases disease curability so train your nurses with that skill. You will need to cure 50 patients in the Herb Garden as part of the third star requirement so expanding your hospital with multiple Herb Gardens is advised.
Unlike other rooms, the 'beds' in the Herb Garden have a cooldown timer that needs to be recharged after a patient has used it. Recharging is automatic but it will take time. Many extra "beds" are advised to keep up with demand.
