This can be completed pretty easily in the beginning of the game. As part of the second hospital, one of the requirements for 3 stars is to have a level 10 hospital.
Make sure that you are creating your rooms with good prestige levels, hire higher star level of staff and promote those staff who are ready for a promotion and, finally, cure those patients!
The better rooms, the better staff and the more patients cured = the higher your hospital level

Patients cured does only affect Reputation level, not Hospital level.
I really only made a significant jump in Hospital level, when I created a whole new room. Can also be toilets. The items alone don't have a big impact either. I need to check if better staff has an impact or hiring staff...
