Master locks can be found all over the game world. If your lockpick skill is low, you can save in front of a chest with a master lock and reload if you run out of lockpicks.
You'll need to raise your lockpick skill a few levels before you can even attempt to pick a master lock but you should be doing this as you play anyway. Chests guarded by a master lock have good loot and running out of lockpicks is a pain so you'll want to add skill points to your lockpicking skill early and often.

When you come to a locked door, dresser or chest, it will show the difficulty on the screen. The higher your lockpicking skill, the easier it will be to open these. If you wait until getting the Water Element, then town of Ashos will be overrun by Orcs and you can steal to your heart's content. There should be a few Master locks in the town.
