For this you have to play the Euro 2008 mode, full, and set it to amateur dificulty and 4 minute matches as it shouldn't be hard to win an this will mke the whole thing quicker. You have to win as a team that has never won before and it might be worth choosing a team from the list for the achievement below that have never qualified before to get both achievements in one play through. If you do this then my recommendation is Ukraine.
