I would recommend using Ukraine as they are the highest rated team that have never qualified.
Before you start the qualification process you can choose the teams in your group. I would go for teams such as San Marino, Luxembourg, Faroe Islands ,etc. as they are very easy to beat.
Also, to speed up the process you can forfeit the Friendly games by pressing start button as soon as you start the match. The same can be done when you know you have qualified: just forfeit every game until the end of the qualification process.

I was playing the Captain mode with Liechtenstein and won the damn UEFA Championship and no achievement.
Has this to be done in the UEFA Mode ?

Go to the Euro 2008 mode and choose short half lengths (4 minutes minimum) and set it to amateur and only qualification or full if you want to go for the achievement above at the same time by just carrying on and winning with one of the teams that have never qualiified let alone won.
