Make sure you qualify for the tournament and get out of the group stages into thw Quarter Final. Here let the match go to extra time and then penalties (hog the ball around the half way line) and then score your penalty to get the achievement.
You could do this in any match of course but the reason why this achievement is hard to obtain is because of the lack of them you get (I never been fouled inside the box).
NOTE: - You should make sure you are captain of your team so you can change the line up of Penalty Takers before it starts. If your not captain then just make sure your Finishing and Penalty Taking stat is high and it should hopefully automatically put you in the top 5 (I was fifth by default with Baros).

The hard part for this achievement is getting a penalty, probably easier being a forward/striker. The difficulty should again be amateur and just dribble with one player just inside the oppositions box and after a few tries the other team will get annoyed and slide tackle you and you will get a penalty. Then just score it, pick a corner and try to hold the power to about half a bar because you don't want to risk hitting it to hard but you don't wanna hit it to lightly either. You will need to be the penalty taker which you can earn and once you are the captain you have access to team management. A striker would obviously be easier and putting attributes on finishing but that wont help the hard part of getting the penalty.
