pretty simple from the main menu go to xbox live and go to camps and create a new one and there you go achievement unlocked

i try to create a camp but it says caution: failed to create camp any ideas?

There were some troubles connecting to the servers for a while. I had the same issues with creating or joining camps for the longest time. You might want to check your NAT settings too, as a Moderate or Strict setting could be preventing the connection to the server that you require. Also, it should go without saying, but you have to be on Xbox Live to do this. Offline wont work.
