fight for a few seconds.
go to Character Select.
choose same or new Fighters and choose a another Level.
rinse and repeat and the Achievement will pop after you fight on each stage,
make sure to fight on the Training Level as well.

I played through Arcade Mode 20+ times and couldn't understand why this wouldn't unlock for me - then after I saw your tip about the location of the Training Level Select option (I never even noticed it was right there on the Character Select screen - duh) I went in there, selected "Danger Room" and boom - achievement unlocked. So, thanks for the tip!

For anyone interested, I got this while spectating online, so it should be perfectly possible that way too.

Play a match in every stage. Is easily boosted by playing with friends in Player Matches, but this will most likely come naturally anyway.
