By 'found', they actually mean 'buy'. The earliest time you can get this is in Chapter 4 I believe, when you first enter the station, but if you read the Roadmap, you will not be spending any coins until you get the 10,000 coins and scissor upgrade trophy. See Blinged Up for more info.
