Very easy.
As soon as the game starts, head over to the ledge with the birds & face the sky to the right of the sun. As soon as the timer in the top left corner reaches 0:59, the jets will fly by. Simply hold in
& then snap the pic with 
& you're done.

Just to add I barely caught them and it still counted.

They come from behind you so you have plenty of time to get the shot using the default lens. I did it after completing the level.

Hello !
In Stage 1 (Mauao View),wait for 1 minute until the jets appears in the sky then quickly take a photo.
You can use the Fish or Wide lens for an easier way,but not very useful.
You don't have to be precise,so don't be afraid of missing a perfect shot,the game is very lenient about that.
If you prefer a visual guide,i show you how to do it at 0:34:20 in my video:

First level. Go to the place you photographed the mountain and wait until sec 55 or somth. Prepare to take a photo and when the jets fly take the photo.
