This one was stuck on my first playthrough so i had to take a second playthrough until i reached day 16.
The routine task that was stuck is the cleaning one.
At first it will ask you to clean 10 oil pollution then a AI generator and last something more that i want tell because it's a shame to spoil the last one.

Anyone figure out how to complete that side mission without having to play a whole new campaign? Blah. No thank you.
I easily cleaned up 10 oil spills, but it's still listed. I really don't want to play through again, because the cut scenes can't be skipped.

UPDATE: Answer,
When you have a main mission to find J0, your friendly seal, IGNORE IT for now.
Concentrate on the clean-up Routine/Side mission part 1, clean 10 oil spills in the area.
Then, hopefully, you'll have part 2 to clean a wall generator. Part 3 of 3, requires cleaning something else (spoiler).
Do those 3 parts first to complete all Routine missions, then see about J0 the seal.
I hope someone sees this before they playthrough to save them time. I have to play through again to complete parts 2 & 3 of that routine mission. I sure wish I could skip the cutscenes and conversations.
