Can we pilot the Moon (mini-sub) to the galleon early in the game?

Is it necessary to have upgrades on the Moon to have enough propulsion/fuel?

Two thirds of the way down the map. I'm pretty sure you can go any time you have access to the open world. I never came close to running out of fuel at any point, even collectible hunting for hours - but you can stop at stations along the way if you need to.
