Crafting is unlocked on Day 2. Once you have progressed enough to be called back to try out the crafting table, I believe the blueprint for this one is given to you in a crate outside of your base.
To make one costs 3 Algae (green plants) and 2 plastic, both of which are proflific when exploring the world.
It appears this is positively glitched - you don't need to craft 25 oxygen sticks. I had 13 sticks in my inventory already when I went to the crafting table for the first time, and I unlocked this once the amount in my inventory passed 25, not when I had crafted 25.
(I have not confirmed if you can unlock this simply by finding 25 out in the world)

Update: Just having 25+ in your inventory did not unlock it for me. I actually had to craft 25.
Since there's so many of those lying around, you don't really need to craft them for anything else but the achievement.
I recommend saving up enough algae and plastic and then crafting all 25 at the beginning of a new day and dashboard as soon as it unlocks to have the ingredients back.
