After freeing Dibble and getting the Echo Blast upgrade for your bombs, you'll have a chance for a second Pilfer Shop to spawn on one of your floors somewhere in the mine. This shop is run by a red shopkeeper that sells only a single upgrade item at a time. These upgrade items are what will expand the shop, and each costs between 700-1800 gold. You'll also need a bomb when the shop spawns, as the path to the shop is always blocked by crystal blocks.
The items needed are:
Super Special Supplies: Dibble can now sell Relics. (1500 Gold)
Lost Supply Box: Dibble now sells 3 items in his shop instead of 2. (700 Gold)
Silver Star Membership: Gives a permanent discount at Dibble's shop. (800 Gold)
Gold Star Membership: Gives a bigger permanent discount at Dibble's shop. (1800 Gold)
You can check to see which items you have in the menu.

Sigh, have all 4 items and my achievement is stuck at 75%

@LilMephry Are you playing on PC by chance? I started on PC and had several achievements that were stuck like that and wouldn't unlock. Switching to the console version and redoing the unlock conditions there fixed almost all of my stuck achievements.
If you have been playing on PC, maybe just logging into the console version will unlock it since you've already got all four items?
