To cook any food that is dropped on the ground you need to either set it on fire or have the relic pocket grill.
To set the food on fire you need to either have a relic or use a potion which let's you do fire attacks and then attack some raw food when it drops or you can get an enemy that shoots fire balls to shoot it by standing on the other side of the food or if there are flame pillars in the room you can throw your pickaxe, using RB, through the fire pillar at the food, after the food is cooked just walk into it to eat it.
If you have the pocket grill relic when the raw food drops or you walk into a room where there is raw food on the floor it will automatically set on fire and cook, you just then need to eat it.
