You can do this as soon as given the chance to sit in the yellow highlighted chair after talking to boss and completing the VR tutorial.
Once on the galaxy map, go to the planet Rosticon and land. This is where the submarine race takes place.
Should be fairly simple to finish, and even to finish with 20 seconds to spare for another achievement. The screen will auto scroll, and your objective is to collect coins while avoiding running into enemies.
Collecting the large coins will add time to your meter and running into enemies will subtract time from your meter.
These mini games are available from the main menu once you have unlocked them.
