After defeating Rose in "Timberfist Says Hello" which is the last stage on Doomo, you will unlock the next set of planets.
Among these planets is D3R3-L1CT to the right, where you can find Gamutu's shop.
For this achievement you will need a total of 2000 coins, as each item (character skin) in Gamutu's shop costs 100 coins.
You can either gather these coins naturally over the course of the game, or if desired they can be farmed easily from the racing mini games such as the submarine or scooter races which will be unlocked by this point.
