After defeating Rose in the last stage of Doomo, "Timberfist Says Hello", you will unlock the second set of planets.
Among these planets at the top is Roombanapolis. This is where the scooter races take place.
Similar to the submarine races, collecting the large coins will add time to the clock while dying either by falling or colliding will remove time.
For this achievement you simply need to finish a race, but for another achievement you need 20 seconds remaining on the clock at the end.
These mini games are available from the main menu once you have unlocked them.
