You can do this as soon as given the chance to sit in the yellow highlighted chair after talking to boss and completing the VR tutorial.
Once on the galaxy map, go to the planet Rosticon and land. This is where the submarine race takes place.
The screen will auto scroll, and your objective is to collect coins while avoiding running into enemies.
Collecting the large coins will add time to your meter and running into enemies will subtract time from your meter.
As long as you don't run into too many enemies, don't get caught as the screen scrolls, and focus on collecting as many of the large coins as you can this shouldn't be too difficult at all.
