V2 labs are rocket manufacturing sites built in bunkers or subterranean buildings. If you follow the train tracks that lead into the middle of the map near Foy you’ll enter the V2 site and get this achievement.

This is glitchy as everything this mess of a dev releases. I have even completed an objective of clearing the V2 Factory and I don't have the achievement.
Closed the game, opened it again, went back to the factory and it finally unlocked.
