You need to be Lvl 9 for an upgrade that lets you hold 40 more bullets (and 2 gnades, 1 rocket I believe). I got this before the Maze in Chapter 9.
Dont forget to find some secrets because these can give you also +1 bullet to hold, since the Lvl 9 upgrade isnt enough, you still need another 10.
