Only obtainable in Chapter 2. Once you've crafted the raft using 4 barrels and the wooden pallet you will be able to use your new item to create footing wherever you want in the water. This is story related, you HAVE to craft it. You will use this to cross gaps and to also avoid the shredder traps that are coming up.
As you progress you'll continue to have these Human-Piranaha-Hybrids spawn. Let them get close or lure them towards the shredders, using your raft to get to safety at the last possible moment. The shredder is a one-shot kill on both them and you. If you get too far from a Fish-man, they will jump back in the water; though they can be prompted back out if you walk near their spawn again.
There are limited amounts of these enemies, so try and get as many kills using the shredders as early as you can. You'll encounter a few before you get your raft, so they're safe to just kill with fists or slingshot, but once you get the raft I would recommend hard-focusing on the shredder kills.

After you cross the channel in the sewers (Chapter 2) you will arrive in an area with a single shredder going horizontally in the upper part of the screen. In the beginning and throughout this area, Human-Piranha things will jump out of the water, follow you, attack you, and try to kill you. Have your Platform equipped.
Here you can make use of the shredder to basically shred them to pieces. You have to be in the shredder's way for this to work. Now, have a Piranha follow you, run towards the shredder, place a Platform in the water and stand on it. If done correctly, shredder will kill it. Do this with 5 Piranha's and the achievement will pop.
