Setup a custom game choose partner mode, fast and then rack up the number of cards to a max of 16.
You'll usually get 2 skip cards and if you're lucky you get 3. You can either retart and wait till you get 3 skip cards or just play and then wait till you get the 4 cards or 2 cards card played on you and the computer usually gives you a special card.
I got this in about 10 games last night.

I did the same thing, but wasn't as lucky as you -- played for about an hour one night, and never got my 3rd skip card, then the next day took about a half hour of playing before I finally got a game where I got 2 at the start, and then a 3rd partway through the match.
Total PITA achievement, it's completely based on luck.

With four controllers, this achievement is really easy and quick. Just do what 12987 said; once the deck runs out, use skip cards to put them back in the deck and then intentionally fail a turn so you're the one to pick them up.

Select partner mode. Now just sit idle until you get three skip cards (any color). Then just play them all on next three turns. Its easier to do using the multiplayer strategy.
