A scramble card is the card that looks like a hand of cards. It comes in any color that is in the deck, but the fastest way to get this is to change house rules to 16 cards, so you can increase your chance of getting a scramble card!

Scramble cards look like the Draw Four cards (except they are a certain color). All they do is shuffle your opponent's cards and skips them. Just keep playing and you will get it. This does not have to be in one game, so just keep laying down the Scramble card as you get them while going for the rest of the achievements and eventually it will unlock.
