This achievement is for spending 30 minutes in the underwater biome (accessed through one of the mineshaft looking doors in the early areas).
The easiest way is to go to sandbox mode and put it on easy. Making a back and forth rail and using all the resources on screen will help to use up the time. I believe it does need to be done all in one sitting and I'm not sure if time in the shop counts but mine popped after about 33 minutes of playing and approx 4 stations.
