The explosive fish can be found on the underwater levels. To gain access to the under water levels look for the train mine shafts that spawn along the way during the first biome. (That's where I found mine, not sure if they are on further biomes or not)
The fish you are looking for are big orange puffer fish that expand when you get close to them. Just grab hold of one with the A button and drop it near some thing you wish to blow up and it will explode like dynamite. Stay clear as you will also blow up!
I got this achievement on the second fish I exploded but I'm not sure if I grabbed and placed the first one so make sure you try this.
