If you have already unlocked the astronaut before the newly released underwater DLC, you will unfortunately have to delete your save game from the Xbox and from the cloud (this happened to me) and start again from the beginning. That means: Collect all the special bolts (except for the ones from the underwater DLC), in every world this appears in the 3rd area and then attach the last locomotive for 0 bolts to your train and as soon as the astronaut is unlocked, the achievement pops up.

If like me you want to preserve your game save, you can try in this way:
- delete your local game save (only the one on the Xbox, not the one on the cloud);
- go offline and start the game, in this way you will start a new game save without touching the cloud one;
- complete a run reaching the terminal station and unlocking the astronaut (always being offline);
- close the game and go back online only when you are in the Xbox dashboard, in this way your cloud save won't be overwritten;
- at this point the Xbox should sync the achievements unlocked while you where offline, terminal station in this case. Probably you won't receive a pop-up, so go check in the game achievements to see if it is unlocked;
- delete your new local game save (only the one on the Xbox);
- start the game and load your old cloud save.
It worked for me and now I have both the achievement and my old game save with everything unlocked.
In any case avoid using the quick resume, it creates problems for a lot of games and achievements.
