The easiest way to obtain this achievement is to start a game of SANDBOX in either Plains(bandit) or Desert(outlaw) by selecting the corresponding train engine. It's also useful to place upgraded wagons on your train, preferably dynamite. It is not necessary, but will make it easier and faster.
If an engine or a wagon isn't unlocked you need to buy it in ENDLESS mode first.

After you have started your game, pay attention to where a bandit/outlaw is positioned. They will try to steal your items but runs in the opposite direction of you if you go near them. If you're holding either the axe or the pickaxe you can damage them, so try to avoid this.
So the trick is to build the train tracks to the next station while you simultaneously "guide" the bandit/outlaw to the same place. When you enter the station, simply swap out the engine with the Hell-engine. Continue and lead the bandit/outlaw 2-3 tiles into the next biome to unlock this achievement!
