Unlike most of the guns in this game, the Bio Rifle can not be added specifically with the Weapon Replacement mutator. However, no matter the settings for the Weapon Replacement mutator, it will always spawn in Rising Sun.
Therefore, your easiest way to get it is to create a full Deathmatch game with bots on Rising Sun. Setting the Weapon Replacement mutator to all Enforcers usually means they'll all go after the Bio Rifle anyway, so you'll have plenty of ammo. Stay around its spawn location, and you'll have no problems killing them quickly with it.
15 kills per match is required for the award, so set the kill limit to 20 just to be safe and to also work towards your "Paint the town red" (100 matches finished to 20+ kills). Repeat for 10 matches.

I found it's better to have the weapon replacement with the jackhammer. then the bots can't shoot at you unless they get the bio rifle also.

Set up a game like shown in the following video, choose the any weapon for the enemies to spawn with. (I personally chose the Pistol or Jachammer). Now go to the bottom middle of the map to pick up the Bio Rifle, and kill 15 enemies with it in the round to get "Goo God". Repeat 10 times to get and the achievement will unlock.

Same as "Brain Surgeon" but you need to get the kills with the Bio Rifle. No headshots are needed, just kills.
Note: You cannot choose this gun in the mutator "Weapon Replacement" so you will have to find it in a match. The normal map Rising Sun has one at the back of the level. You can also use Koos Barge which has a Bio Rifle next to the middle divider. This is easier if you set all other weapons to Impact Hammer.
