I'm posting as a new solution because even with the other solutions it took me a while to find the right menus, etc. Maybe I'm slow but I figured others would have the same problems, so here's a very direct walkthrough with some clarification.
For 100 matches at an average of about 3.5 minutes per match (including load time), this takes about six hours total.
First of all I recommend installing the game to hard drive as this will reduce load times and also save your 360 the wear and tear of constantly reading the disk.
1. Sign in your profile (the one getting the achievement) on first controller.
2. Select "Multiplayer" (not Instant Action). Now hit the X button and sign in as Guest on the second controller. Once the Guest is signed in, select "Host Match".
3. Select mode "Vehicle CTF" and then map "Necropolis". For server, select "Player Match" and "Listen". Set max/min players and private slots all to 2.
4. On the Game Settings screen, select the following for each option:
Splitscreen: Yes
Bot Skill Level: Godlike
Bot Combatants: Players vs. Bots 1:2
Goal Score: 3
Time Limit: 10
Opposing Bot Faction: Random
Force Respawn: Yes
5. Now hit X for mutators. Add Speed Freak, Weapon Replacement and No Super Pickups (thanks to MasteroftheVG for pointing out that the godlike AI puts priority on picking them up) by hitting Y on each of them, then configure Weapon Replacement by hitting X on it and change every weapon to Impact Hammer. Be sure to hit A (not B) to return to the settings menu so that the mutators save.
6. Hit Start to start the game. On the loading screen disconnect both controllers if you wish.
SET IT and FORGET IT! (sorry Ronco)
Thanks to v CoMpLiCaTiOnZ for suggesting the Necropolis map which is really the key to doing this reasonably fast. I switched to 10 minutes instead of 5 because sometimes they won't cap within 5 minutes but they always do within 10 (each time they don't within 5 is 5 minutes wasted but having it at 10 it will still end as soon as they cap so no loss). The enemy bots usually cap twice within a minute and a third time at around 2-3 minutes, but it varies.

i'm not sure if this is irony on Epic's part, but i found that when i tried these settings to get my 100 games, the supposedly "Godlike" bots had the common sense of a wet fart. one of them would park a vehicle on top of one of the jump pads so he couldn't use it to capture my flag, then he would just hang around said vehicle the entire time while his partner bot just sat defending their flag back at their base. i left my console on for 8+ hours hoping to wake up to a popped achieve, but this bot idiocy was apparently constant. i watched a couple more matches after i woke up, and at most they would capture 2 flags per match, then hold to this moronic pattern until the timer ran out. i had to switch to Suspense to get this "set it and forget it" technique to work. :/

I am going to clarify this solution for everyone, and bring PrismSub7's comment out of the comments section and into a solution. Again, credit goes to PrismSub7 and Darksky602, I am merely clarify this solution.
Make sure you have a second controller signed in as a guest. Then host a match of VCTF with the following specifications:
Map: Suspense
Splitscreen enabled?: Yes
Bot Difficulty: Godlike
Bots: Humans vs Bots 1:2
Capture limit: 3
Time limit: 60 (I left it on 60 just to be safe)
Mutators: Speed Freak + Weapon Replacement (replace everything with impact hammers)
Force Respawn: Yes (I don't think it matters, but I left it on anyway)
Then once the loading screen appears, disconnect both controllers and leave it run for awhile while you go do something else. I am not sure how long it takes, but I just let mine run over night as other people have commented that this takes longer than other modes.

Also make sure you have speed freak on and weapon replacement to all hammers.

You can boost with 16 bots or play these normally in mutiplayer. If you're going for "Around the World", "Hat Trick", Jack of all Trades", "Armadillo" "Ace" and "Deathwish" then completing them will either get this along the way or you will be close. Also see Note: in "Flag waver".
