This miniboss is missable if you do not go to the room in this guide during your time in the Aquarium. I tried to go back later in the game and he was no longer there, so make sure to get this in your run through the Aquarium.

Yeah it's missable. However even you miss this boss during story progression, you can beat him in Boss Rush mode once story mode is completed, no need to start a new playthrough
