This is unlocked in well, Act 1, it's shortly after the field of crops. You will receive an objective asking you to "throw one enemy" into the cylinder of water. You're gonna want to throw two of 'em in for the achievement

The easiest way to do this is just to dash attack the enemies towards the water and you should get it no problem.
