This is done on the Prison Level. There are two illuminated tiles in the ground, simply walk over one to turn the lights off. Repeat nine more times and you'll have the achievement.
There's another related achievement called Short Circuit for punching all players when the lights are out. You have to have four controllers to get it, so bunch up all you dummy accounts by a tile, turn the lights out, and quickly punch all of them for the achievement.

You'll get this on the level 'Prison'. On the floor of the play area are two switches. After a few seconds, they'll glow green, so will be pretty hard to miss.
When they light up, if you step on one, the lights will go out and the play area will turn dark. Repeat this 10 times in one game and the trophy will unlock.
