-When you reach the pub, one of the tasks is to get the toy boat
-Do this by turning on the water in the sink, and distracting the woman if necessary so she does not turn it off
-As soon as you can grab the boat do so, and take it down the steps and under the front steps near the burly man
-Honk to draw him away from the exit then run out
-Head straight across to the bridge, drop off the bottom and swim up
-Drop the boat and it should float back down under the bridge

You need to have the 4th Area Unlocked (Pub)
-Enter the Pub and go to the Dining Area
-Press the Valve ()next to the sink to overflow it
-Once overflowed, grab the toy boat ()
-Now we need to take this Toy Boat over to the canal South of the Pub Parking Lot
-Drop the boat North of the Bridge so it floats underneath it
-Achievement Unlocked🏆

Achievement Walkthrough:

The video below is a full walkthrough of the game, including all "missable" achievements. Lovely is unlocked by entering the pub and turning on the sink at the far end of the patio area. Eventually a toy boat will rise to the top so you can grab it. Take it out of the pub and to the bridge leading to the connecting area (the area with the well). Drop the toy boat into the water and jump in to guide it under the bridge.
