In Career Mode, you can hire staff who will improve components of your car. To get this achievement, simply ensure each engineer slot is filled with an employed engineer. If an unemployed engineer is not available in any given week, progress time to the next week and check again. Once your roster is filled the achievement will unlock.
However, be aware that your overall staff 'level' feeds into the opponent AI level, so it may be worth keeping low level engineers and firing some of them after you obtain this achievement in order to keep the AI level from shooting up.
