Fairly simple
Race in the following types of weather:
Clear sky (any)
Fog - (I did Romania)
Heavy Rain (...England of course)
Heavy snow (I did Siberia)
Cloudy (England again)
Any game mode works.
You do not need to worry about time of day like 12h, 22h etc, that does not matter.
I just used quick play to check these off

You are missing normal Rain

^@keoskey the achievement tracker goes up by 20% each time so there are only 5 required weather variations
