These achievement is for Driver's Journey mode.
There are five race categories in V-Rally 4 - Rally, Rally Cross, Hillclimb, Buggy and Extreme-Khana. To get this achievement you need to purchase one car in each category in V-Rally Mode. You do not start out with enough money to purchase cars in all five categories so this achievement will require you to accumulate some more cash through racing.
The cheapest in each category are:
Rally: Mini Cooper S ($39k)
Rally Cross: Renault Alpine A310 ($46k)
Hillclimb: BMW 3 Series ($46k)
Buggy: Volkswagen Beetle Buggy ($46k)
Extreme-Khana: Honda CR-Z ($46k)
