Valkyria Revolution

At the start of Chapter 1, you're in the town of Elsinore on the Promenade. Head down the path your on to reach the workshop. When speaking to the woman select the "Craft" option to make a piece of gear. You have to complete a mission before it's done, and once it's done head back to the workshop to pick the item up and this will unlock.
