Tomasson's Workshop is found on the left side of the Promenade. You can craft any of the four item slots here by giving the woman up to three pieces of any found/purchased materials, which will increase the stats of the created item. If you're playing on Easy, you'll barely need the help of items, so just give her one piece of material each time to keep your costs down, and make sure to submit an order before every mission and pick it up after. Once you get the achievement out of the way, you can then take your time to get good materials and actually create strong equipment. Equipment is shared by all your soldiers as passives.
