You'll see Sarge at the midpoint, where you can ask her about camping, threats, etc. You can skip past her if you'd like and as soon as you get to the Frostfence, dialogue will begin and your achievement should unlock at this point.
After using the Ascending Room to go to the Entertainment District, Chapter 2 - The Merchant begins. Your current mission, Mission 4: Runaway Witch, is to chase Isabel.
