After completing Chapter 2 (Beating Manduk at the Ghost Bizarre), go back to Dalearch City.
Head to Volsung's workshop and there should be an interaction by his giant crafting table/furnace. There will be a little dialogue and he then says you can use it. The achievement should unlock towards the end of that conversation.
