You can find this achievement's missing research team during Chapter 6. In the northwestern part of the temple district there will be a cabin of sorts with a question mark on it. You have to keep walking into the cabin to see the question mark. Press A while the question mark is visible.
It will look like this:
Inside there will be some coffeedrinking researchers. Walk around, talk to them a bit and the achievement will pop. Here you can also find the Ghost Vigilante Uniform outfit inside a chest.

During Chapter 6, when you enter the Temple District, go through the first dungeon to the East and then when you are back on the district map, you will see a cabin on the western wall. Enter here and speak to the developers of the game to unlock this achievement.
