Luckily, you start with two costumes, so you only need to collect three more. I found a futuristic space suit in a blue chest in the first dungeon, Ghost Bazaar. Then I had one delivered to my room after deciding who to side with at the end of chapter 2. Finally, I talked to someone in the basement of the inn that started a side mission to track down a drow treasure. I got my third costume for completing that quest. The achievement didn't unlock until after I left my room and the bar keep said something to me.
