Took me awile to figure this one out and then to get it,so firstly you have to upgrade Paladin till you get the Unyielding Enchanted Platinum Armor which increase you armor cap to 90% if you have about -20% speed and to get to that you need to keep upgrading Iron Boots if you get the upgrade,it gives you 10% armor & -7% speed,it took me in a single match with the Carine Constellation about an hour and 30 min to reach 90% armor

There are also armor artifacts in the skill tree you can equip, I believe for 25% and 15%.
If you're flush with boss souls, you can banish a lot of relics to improve the chances of getting armor upgrades. They come in 3% and 5% too, but like you said, you need enough of the blue ones with - speed.
